Latest Dine-in SOPs for Phase One of the NRP

The National Security Council (NSC) has issued the newest standard operating procedures (SOP) for dine-ins after the announcement on further social and economic freedoms for areas under Phase One of the National Recovery Programme (NRP).

In the SOP dated August 23, premises that offer dine-in services could only allow those who have been fully vaccinated. The SOP also mandates premises owners to post a notice on their premises' entrance showing the vaccination requirement for entry. 

The NSC also announced that only fully vaccinated employees who are not symptomatic could return to work. The overall vaccination status will determine the capacity of staff allowed at one time. 

The dine-in SOP applies to restaurant operators, including:

  • Hotels, 

  • Sports and recreation clubhouses,

  • Food stalls

  • Eateries, 

  • Food stalls, 

  • Food trucks, 

  • Roadside and street hawkers, 

  • Food courts, 

  • Hawker centres, 

  • Roadside food stalls, and 

  • Kiosks

 

Worker capacity 

Only premises with staff who are at least 80% vaccinated can operate at 100% capacity. 

For premises with employees who are at least 40% vaccinated, they can operate at 60% capacity.

Meanwhile, premises with at least 60% vaccinated workers can operate at 80% capacity

Dine-in SOPs for premises owners

On table arrangements, the NSC stated that each table must be physically distanced at least one meter away from another. The table arrangement is limited to a diner capacity of 50%. 

NSC also said that business premises owners must ensure the table arrangement follows the required distancing and provide proper ventilation for the premises. 

Another mandatory requirement for premises owners was to inspect the digital vaccination certificates on the MySejahtera app before allowing patrons to enter their premises. 

Under this latest SOP, the operation hours for premises that offer dine-ins remained the same from 6 am to 10 pm.

Recently, the caretaker prime minister Tan Sri Muhyiddin Yassin had stated the easing of restrictions such as dining in restaurants that applied only to fully vaccinated individuals. 

 

Only for fully vaccinated customers

NSC also said that fully vaccinated individuals could bring their children aged 17 and below for dine-in purposes as long as they adhere to general health protocols.

Based on NSC's SOP, full vaccinations are defined as individuals who have passed 14 days from the day they received their second dose for vaccines that require two shots, such as:

  • AstraZeneca,

  • Sinovac, and

  • Pfizer.

As for vaccines that require only one shot, such as CanSino and Johnson & Johnson, NSC defined full vaccinations as individuals who have passed 28 days after receiving their shots.
