Employers who wish to apply for the Wage Subsidy Program (PSU) 3.0 under PEMERKASA+ can do so at psu.perkeso.gov.my/.

PSU 3.0 PEMERKASA+, managed under the Social Security Organization (SOCSO), is a financial aid given to employers for local employees earning RM4,000 and below.

The goal of PSU is to assist employers who are economically affected by the pandemic. It is to ensure that they can continue operating and prevent employees from losing their jobs.

 

PSU 3.0 PEMERKASA+

Announced by Prime Minister Muhyiddin Yassin on May 31, PSU 3.0 PEMERKASA+ is open to all economic sectors. The application date begins from June 1 until July 31, 2021.

Wage subsidy period

PSU 3.0 PEMERKASA+ provides one additional month of wage subsidy for employers who have already signed up and new registrations alike. 

 

Size & Number of Employees Covered

The size of the enterprise and the number of employees that employers can claim through PSU 3.0 PEMERKASA+ are as follows:

Company size 75 employees and under 76 to 200 employees 201 employees and above
Number of employees claimable 75 200 500 

 

Rate of payment

The payment rate for PSU 3.0 PEMERKASA+ is RM600 per employee for one additional month.

 

Requirements

  1. The employer and their employees must register and contribute with SOCSO before January 1, 2021.

  2. The employer must have registered with the Companies Commission of Malaysia (SSM) or Local Authority (PBT) before January 1, 2021.

  3. A 30% or more decline in sales or income in 2020/2021 compared to 2019, year-on-year, since the Recovery Movement Control Order (RMCO).

  4. The employee's wage is RM4,000 and below.

  5. Employers receiving the subsidy must maintain all employees earning RM4,000 and below though they can reduce the employee's working hours or salary only after discussing it with the employee.

  6. Registration must be made through the website at psu.perkeso.gov.my/

 

Who are ineligible for PSU 3.0 PEMERKASA+?

  1. Employers and employees who have yet to register or contribute with SOCSO before January 1 2021.

  2. Employers or enterprises registered with SSM / ROS / ROB / PBT or other organisations and operate on or after January 1 2021.

  3. Employers who have not registered with the Inland Revenue Board of Malaysia (LHDNM).

  4. Employees with a monthly salary of over RM4,000.

  5. Employees who have been laid off.

  6. Employees who have been employed under the Penjana Kerjaya programme (Hiring Incentive Programme).

  7. Employees of the public sector, federal and state statutory bodies, all statutory bodies with remuneration, Local Authorities (PBT) and those who are self-employed (do not have employers).

  8. Foreign workers and expatriates.

  9. Employers who withdraw from PSU 3.0 PEMERKASA+ application after SOCSO approved their application.

 

How to Apply for PSU 3.0 PEMERKASA+ 

Employers who wish to apply for PSU 3.0 PEMERKASA+ can follow the following steps:

  1. Go to psu.perkeso.gov.my/.

  2. Click 'Permohonan'.

  3. Choose the sector.

  4. Answer whether the business has received any of the previous PSU assistance.

  5. Select the state the business operates.

  6. Key in the employer code and click "Seterusnya".

  7. In the "Butir-Butir Majikan" section, the employer will need to fill in the following details:

    1. Account type

    2. Income tax number

    3. Bank account number and bank name

    4. Name of the enterprise

    5. Type of Industry and Type of Industry Activity

    6. Products or services provided, the employer should explain this part in details.

    7. Reasons for decrease in revenue.

    8. Address, postcode, and state.

    9. Telephone and fax number.

    10. Email address.

    11. The number of all employees, including both local and foreign workers.

    12. The number of foreign workers.

    13. The number of workers who earn RM4,001 and above, including local and foreign workers.

    14. The number of workers that the employer wants to claim under the PSU. Limited to 500 local workers who earn RM4,000 and below.

  8. Under the B Section "Pengisytiharan Penurunan Hasil", the employer will need to provide info on:

    1. When the company's operation began (before or after January 2020) and,

    2. The Operation Start Date or SSM Registration Date.

  9. In Section C, the employer will need to upload the supporting documents. See the "Supporting documents" section below for more information

  10. For Section D, the employer must declare the information they have given is accurate and complete.

  11. When ready, click the 'Hantar' button.

  12. The employer will receive a reference number once the application has been completed. 

  13. The employer can check the application status using the reference number given.

 

Supporting documents

  1. List of employees' names (according to company size eligibility).

  2. Employer's bank account information (front page copy of the bank statement only).

  3. Business Registration Number (BRN) information registered by the employer during the opening of the bank account. (Contact the bank and ensure that the BRN No and Account No are accurate to avoid any problems).

  4. A copy of SSM / ROS / ROB / PBT or other organisations' registration.

  5. PSU 3.0 Declaration Form.
