The Ministry of Human Resources has reminded employers who need to transport their workers for the purpose of screening or quarantine to utilise appropriate modes of transportation. This is to ensure the safety and welfare of their workers and the public. 

In a statement on June 14, after the case involving a truck transporting a group of foreign workers who tested positive for Covid-19, the HR ministry said it took notice and was concerned about the incident in Sungai Petani, Kedah. 

Subsequently, the ministry said the Peninsular Malaysia Department of Labour (JTKSM) and Department of Occupational Safety and Health (DOSH) would investigate the matter following the Occupational Safety and Health Act 1994 (Act 514) and the Workers' Minimum Standards of Housing and Amenities Act 446.

"The ministry urges companies to take appropriate action in restricting the spread of the Covid-19 pandemic among workers, particularly during these challenging times," the statement said.

The ministry said that it would not compromise with any company that defies the law.

 

More about the incident

According to a news report, police detained a lorry carrying 48 employees on board. The workers were tested positive for Covid-19 and wore pink bracelets. The incident took place in Sungai Lalang, Bedong, on Sunday (June 13). Images of the incident went viral on social media sites.

Kuala Muda district police chief, ACP Adzli Abu Shah, said that the 48 men were among 135 employees of a factory in Sungai Lalang. 

The 48 workers had undergone a medical examination at the Kuala Muda District Health Centre (PKD), and the lorry was ferrying them back to their hostel. 

Earlier, 87 of their co-workers had been brought back from Kuala Muda PKD.

He said the lorry driver was also issued a fine for an offence under Section 23(2) of the Road Transport Act for utilising a Motor Vehicle License (LKM) for other purposes.

According to Adzli, the police would investigate the management of the factory under Section 22(a) of Act 342 Prevention and Control of Infectious Diseases 1988 and Section 269 of the Penal Code for negligence that could spread diseases that endanger lives.
