Bukit Aman has stated that those who need to travel across district or state borders for work purposes will need to provide these items when stopped at any roadblock:

  • A letter from either the International Trade and Industry Ministry (Miti) or their employer,
  • A company tag.

According to Bukit Aman Internal Security and Public Order Department director Comm Datuk Seri Abd Rahim Jaafar, an individual travelling for work does not require a police permit and can instead provide the documents above when stopped by police.

"A letter from Miti or their employer and company tags are proof that a person is travelling for work," he said.

He added that the police officers on duty at roadblocks had received instructions to be strict to prevent unauthorised inter-district or interstate travel. The police will take stern action against those who attempt to do so illegally.

No need for police approval

According to Miti, those travelling inter-district or interstate for permitted economic activities do not require police approval.

Miti's clarification comes at the start of the inter-district and interstate travel ban without police approval as an effort to stop the spread of Covid-19.

"The Miti letter does not need to have the police approval stamp," the ministry said in a tweet.

Miti also noted that it had informed the police and National Security Council (MKN) of the work travel criteria.

Do not abuse travel permission letter!

Miti has warned employees not to abuse work permission letters for personal reasons. Based on their tweet, employees who are found to have abused the Miti letter would face legal action.

Miti said that the letter can only be used for the movement of employees of businesses registered with the ministry. "It cannot be abused for personal reasons or movement of family/friends," said Miti.

Miti added that the QR code provided on its letter contains details of the registered companies along with the list of employees. The police can scan this code for legal purposes.

Valid excuses only

The police will also examine every application for inter-district or interstate travel permits now that Hari Raya Aidilfitri is around the corner. Comm Abd Rahim stated that the police had set up 361 roadblocks across Malaysia.

He said that many gave various excuses when applying for the permit, including an ailing family member. He explained that the police would issue compounds to those who abuse police permits or letters.

According to him, these are valid reasons for travel permits:

  • An emergency,
  • Death of immediate family member,
  • Education,
  • Married couples separated by distance.

Comm Abd Rahim said that weddings or any feast are not valid reasons for interstate or inter-district travel applications.

For Hari Raya, he said the SOP compliance operation task force would patrol housing areas. There are over 3,000 personnel nationwide for this operation, and they are on daily patrols.
